Reaching People Where They Are
The Northern Nevada street-based outreach community, serving the City of Reno, City of Sparks, and Washoe County, is committed to connecting individuals experiencing homelessness with services in a compassionate, streamlined way. Our outreach teams meet people where they are, building trust, assessing needs, and linking residents to resources that promote safety, health, and housing stability.
If you would like to connect someone experiencing homelessness with services, you can contact the appropriate outreach team directly or share their contact information with the individual.
Identifying the Appropriate Jurisdiction
Enter the street address or nearest intersection of the individual you wish to assist. Submitting the address will generate the corresponding jurisdiction, guiding you to the right outreach team.

Contacting the Appropriate Outreach Team
Outreach teams use a person-centered approach to offer services tailored to the individual’s specific needs:
- Clean Safe Program – City of Reno: Connects unhoused individuals with emergency shelters, meals, employment, case management, and medical services. Contact Reno Direct, (775) 334-4636 or submit a service request online.
- Homeless Outreach Proactive Engagement (HOPE) – City of Reno: Offers boots-on-the-ground outreach to provide services and support to individuals experiencing homelessness.
- Washoe County HOPE Team: Identifies needs of community members experiencing homelessness and provides appropriate resources through two Housing and Homeless Services case managers.
Additional Regional Support Agencies
Several agencies provide street-level assistance and support for Washoe County residents experiencing homelessness:
- Downtown Reno Partnership: Deploys Ambassadors throughout the downtown area to support residents and visitors.
- Eddy House: Supports transition-age youth (18–24) experiencing homelessness.
- Karma Box Project: Provides community outreach to individuals experiencing homelessness.
- Reno RISE Outreach Initiative for Shelter Equality (RISE): Offers peer-to-peer engagement and outreach through the City of Reno.

Street Outreach, operated by the Washoe County Housing and Homeless Services Division, brings support directly to individuals living outdoors, in encampments, or other unsheltered situations. The outreach team meets people where they are, building trust, assessing immediate needs, and connecting residents with critical services to improve safety, health, and housing stability.
Outreach is designed for individuals who may not yet access shelters or other programs. By providing direct engagement, the team helps remove barriers to services and links people to resources that can support their transition to stable housing.

How We Support Individuals Experiencing Homelessness
Direct Engagement and Trust Building: Outreach staff engage with unsheltered residents in the community, offering respect, understanding, and immediate support. Building trust is key to connecting individuals with services and encouraging voluntary participation in programs that can improve their circumstances.
Immediate Needs Assistance: The team provides essential items such as food, water, hygiene supplies, blankets, and clothing to help people stay safe and healthy while living outside.
Connections to Shelter and Services: Street Outreach links residents to emergency shelters, temporary housing, and the Resource Center. Staff provide guidance on available programs, including behavioral health services, medical care, and benefits, tailored to each individual’s needs.
Encampment Safety and Coordination: Outreach works with residents in encampments to promote safety, offer supplies, and coordinate services with partner agencies. This includes information on extreme weather shelters, Safe Camp, and winter overflow resources to prevent harm during hazardous conditions.
Planning for Housing and Stability: The team helps individuals develop pathways toward stable housing, including introductions to permanent supportive housing, tenancy support programs, and other long-term solutions. Case planning is personalized to each person’s goals and circumstances.
