One of the primary functions of the Washoe County Debt Management Commission is to review proposals for issuing general obligation debt. According to Nevada Revised Statutes (NRS) 350.013, municipalities that propose to issue new debt or have outstanding debt must submit a written statement of their debt management policy to the commission by August 1 each year. This policy must include discussions on the municipality's ability to afford existing and future general obligation debt, its capacity to incur additional debt without exceeding legal limits, and the sources of money projected to be available to pay existing and future debt.

The commission meets regularly, typically in February and July, to review these submissions and other business matters related to debt management. During these meetings, the commission evaluates whether the proposed debt issuance aligns with the municipality's financial capacity and strategic objectives. This process involves assessing the municipality's current debt levels, projected revenues, and the potential impact of new debt on taxpayers.
