Animal Welfare Offense Convictions
This page provides information about adults whose court records show a finding of guilt for a qualifying animal welfare offense. The list primarily includes cases investigated or referred for prosecution by Washoe County Regional Animal Services. It may also include cases pursued by other agencies when Animal Services is notified of the outcome. The list may be used by the public, animal shelters, rescue organizations, breeders and people rehoming animals as a screening resource.

Scope and limitations
This list is not a comprehensive record of all animal welfare cases in Washoe County.
- It primarily includes qualifying animal welfare offenses investigated or referred for prosecution by Animal Services when court records show a finding of guilt.
- Other law enforcement agencies may investigate or pursue animal welfare offenses without Animal Services’ involvement or knowledge. When Animal Services is notified of a qualifying case and can verify the outcome through court records, staff will make reasonable efforts to include it in the list.
- It does not include cases involving failure to appear, active warrants, findings of incompetence to stand trial or juvenile matters.
- It generally includes qualifying offenses dating back to 2023, with the exception of a limited number of egregious cases from before that date.
- Information may change if a court later amends, seals or otherwise modifies a case record.
Qualifying offenses
Individuals may be included in this resource when court records show a finding of guilt for one of the following qualifying offenses:
Washoe County Code
- WCC 55.110 – Keeping animals in unsanitary conditions
- WCC 55.140 – Cruelty to animals
- WCC 55.190 – Endangering animals
Nevada Revised Statutes
- NRS 202.487 – Leaving a pet unattended in a motor vehicle
- NRS 574.100 – Torturing, overdriving, injuring or abandoning animals; failure to provide proper sustenance and other prohibited conduct
- NRS 574.120 – Failure to provide proper air, food, shelter or water to an impounded or confined animal
