Governor Gibbons then appointed him to the position, which he was reappointed to by Governors Sandoval and Sisolak. He served the last four years as the Chairman of the Board, demonstrating his strong leadership and commitment to the role.
With his excellent business and government experience, Mayor Ron Smith appointed Paul to the Ward 3 position on the Sparks City Council. Paul was then elected to the Council in 2020. His unwavering commitment extends beyond council chambers. He actively serves on various boards and commissions and volunteers with several organizations, fostering a sense of community and ensuring a brighter future for all.

1. Ever-Better Road, Traffic & Pedestrian Infrastructure
- Sustaining road quality through forward-thinking collaboration
- Widening of Pyramid Way, Sparks Blvd & Vista Blvd to maximize safety & traffic flow
- Continued repaving & sidewalk rehab throughout Sparks
- Intersection improvements to improve safety and the flow of traffic
2. Increased Police Services & Visibility
- Develop a Misdemeanor Crimes Unit to decrease less serious criminal offenses.
- Continue supporting the Homeless Outreach Proactive Engagement Team
- Improve community policing through the Neighborhood Policing Unit
- Build up the Mobile Outreach Safety Team with additional Mental Health Technicians
- Utilize technology to prevent and fight crime, using drones, intersection cams & license-plate reading technologies
3. Emergency Services & Disaster Preparedness
- Stand up a community-wide emergency dispatch system
- Enhance the regional emergency radio system
- Establish additional Firewise Communities in Sparks (The first two have been with Paul's assistance and are located in Ward 3)
